Every account starts with a diagnosis rather than a plan. Before anything is restructured, the question is whether the account is measuring what it thinks it is measuring. In practice a large share of contractor accounts are optimizing against a conversion action that is broken, mislabeled, or quietly demoted to secondary, which means the bidding algorithm has been learning from the wrong signal for months.
That is not a theoretical concern. It is the most common finding, and it is invisible from inside the Google Ads interface unless somebody goes looking for it.
